I am not a lawyer, however, being in despair I decided to make a Pro Se civil rights complaint. However, I have a question and need help to clarify several things:
1. In what cases can be the State officer deprived of immunity for relief of compensatory and other damages. I came across somewhere that in tort cases it is possible. So is my case.
2. How should I proceed if the case is dismissed under this article especially when the plaintiff is an underage citizen?
3. What does it mean in USC 42 1983: "... injunctive relief shall not be granted unless a declaratory decree was violated or declaratory relief was unavailable". What can be interpreted as "declaratory decree"?

I have been granted to proceed without prepayng the fees. However, the case has ben directed to the district judge.
