Also, as an FYI, this will not ensure that the work atmosphere will return to "normal." Work atmospheres always may change: new employees, new bosses, new policies, new procedures, etc.
If she is very uncomfortable in the workplace, she really might consider searching for another job. But, at least, the EEOC claim will give her some time. Even if she doesn't find legal representation, at least the employer won't (better not) downright fire her without sufficient reason. Were that to happen, she'd have a case.
