You are likely correct that you can drive your LL batty with safety and code violations IF you follow the rules to a T and written paper trails
I'd flood the system with careful correct written complaints and pay keen attention to the rules.
The authority's attorney is likley to have a bit of a conflict if its property she owns that is a big code violator??
But she may still coach hubby to zap you if you forget to properly cross a T.
I had a tenant drive me batty with missing screens (which she took out and destroyed!) because code required screens!!!
But steer clear of code complaints as a pretext to break lease due to neighborhood crime--its NOT a good point to try to make.
New stairs need to conforn to new codes--its possible old stairs need not conform to new codes--so be careful.
Significant roof leaks inside the premises are probably a good "bad' problem-invites mold too!
