    is renting out a house a business? how about the need of a business license?

    Depends entirely on the laws of your state (or your city, county, etc) which you didn't identify despite the request in the posting instructions that you do so.

    Thats very much a local question.

    In my town a rental is very much a business and subjects owner to a licence(fee) inspection ( annual fee) annual occupancy report (free but fine if I fail to do it)  business tax on gross rents (fee) business license (fee) and need for current CO (fee)

    And in mine there's virtually none of that.

    You could fall anywhere at one end or the other or somewhere in between.
