should have to pay the amount they are

Here are your options:
1 - Drop your physical damage coverages and eliminate the premium.
2 - Increase your deductibles and reduce the premium.
3 - See if your company writes "stated value" coverage. That means you get to state how much insurance you want on the vehicle. So if your car's market value is 10,000 without damage and 5,000 with the exiisting damage you might be able to buy the reduced amount of insurance at a lower price.
