You need to know what type of person I am dealing with.&amp;nbsp; He is Bi-Polar (diagnosed), undiagnosed psychisophrenic, manipulative, contol freak.&lt;/p&gt;  &lt;p&gt;1) He has evaded taxes for over 10yrs. Over 6 million dollars&amp;nbsp;not filed (I reported him to the IRS&amp;nbsp;- But IRS is slow to act)&lt;/p&gt;  &lt;p&gt;2) Never submits a case information statement for proper child support calculations, and subsequently through his calculated misleading of the courts, forces me to pay more child support than required.&lt;/p&gt;  &lt;p&gt;He won&amp;#39;t file taxes as he believes he, and I should pay for my daughters full college expenses ... Thus with no tax information, she gets her Federal Student Loans dissaproved.&lt;/p&gt;  &lt;p&gt;3) Won&amp;#39;t let the my son who is 16 leave out of state to visit me for a couple of weeks in the summer.&lt;/p&gt;  &lt;p&gt;4) schedules motorcycle races on the weekends I am scheduled to visit my son, therefore forcing me to be in proximety to him, and sharing my time with my son.&lt;/p&gt;  &lt;p&gt;And the list goes on ... But here is the root of my current problem.&lt;/p&gt;  &lt;p&gt;My Ex-Husband who is the custodial parent, of our children ages 16, and 21 continues to wield not only the children, but his health insurance policy against me like a weapon.&lt;/p&gt;  &lt;p&gt;The health insurance wasn&amp;#39;t an issue in the past as I was able to cover the children on mine, but due getting laid off, and now attending college full time&amp;nbsp;as an adult learner my ex-husband had to pick them up on his policy over the last few years. Which the courts state I am responsible for 33% of un-reimbursed medical expenses.&lt;/p&gt;  &lt;p&gt;He does not follow the rules, procedures, and policies outlined in his medical coverage.&amp;nbsp; He doesn&amp;#39;t get referrals, and then lets the bills sit on his counter until they go to collections.&amp;nbsp; Then hands them all to me and says &amp;quot;Take care of it, or else you will get saddled with a 10K bill!&amp;quot;&amp;nbsp; Then I have to jump through hoops to contact the insurance provider, and figure out what he did/didn&amp;#39;t do and HOPE I can get it remediated before I have to pay a 10K bill, whereas I should only be paying the 33% of the $500.00 co pay?&lt;/p&gt;  &lt;p&gt;He is also unwilling to make any effort of his own to resolve these bills, as he knows he can afford the whole bill out of his pocket change.&lt;/p&gt;  &lt;p&gt;Can I be held accountable for his gross negligence? I have agreed to pay her child support as I did when I was a NCP, even though we share time, however is it fair for me to request that I pay a reduced amount now that I have childcare expenses and such. I basically took the child support calculator with my state and ran two numbers, one if she was paying me as the NCP, one if I continued to pay her as I do today. I took the difference and gave her a number. He married her on the belief he fathered her child which he found out was not actually his after she was 4 years old. He decided to divorce her before he found out that the first child was not his and then discovered she was pregnant with his twin daughters.&lt;/p&gt;  &lt;p&gt;&amp;nbsp;While they were in the process of&amp;nbsp;getting the divorce the twins were born so that in turn created a delay because they were born prematurely. As a result of the prematurity, one of the twins was chronically ill and spent a total of 5 months in the hospital after birth, she had a condition called chronic lung disease of prematurity or sometimes called bronchopulmonary displasia. After they were both released from the hospital&amp;nbsp;my husband proceded with the divorce and it was finalized&amp;nbsp;at the end of 1998. My husband represented himself during the divorce and his ex-wife asked the courts to not allow my husband to remove the twins from the county where they lived due to the illness of the twin who was on oxygen full time at the time. He was ordered in the divorce decree that he could have 8 hours of visitation every third Saturday of every month in the county where they resided.&amp;nbsp;The ex-wife interpreted this visitation as supervised and made it clear that he would not take the twins out of her home unless she or her boyfriend came with them.&amp;nbsp;The&amp;nbsp;&amp;quot;s... visits&amp;quot;&amp;nbsp;remained in affect until 2005, (when the twins were 8 years old)&amp;nbsp;when we went to court to seek modification, because he concluded, by his own observations that the chronically ill twin was no longer as ill as she was when the decree was entered. The ex-wife, in 2005&amp;nbsp;again tried to use the sicknesses of the twin as an attempt to withhold proper visitation, and when the courts refused to keep the visitation the way she wanted it to remain she requested us to purchase expensive oxygen equipment and become certified in cpr and first aid for the over night visits. We complied with the orders and were finally able to spend time with the twins as it should have been from day one. She said things in court that were , in my opinion untrue and fabricated, she stated that the ill child weighed 36 pounds, had to drink pediasure (but the pediasure she supplied us with was 2 years expired), she stated that if she took her to any doctor she would be sent to the er because her lungs look so bad that if that doctor didn&amp;#39;t know here medical history they would send her straight to the er. She also had an order in the court papers stating that she was the only one able to chose where the twins would receive medical care.&lt;/p&gt;  &lt;p&gt;In the next few years i realized that this child is not sick at all, or as i have concluded anyway&amp;nbsp;other than she was premature and needed oxygen for a few years, but i was not&amp;nbsp;a doctor so i merely followed orders given to us by the ex-wife, and during those years even though I had suspissions I still trusted that the ex-wife would never do anything to endanger her child or have her on medications that were not needed. She has been taking numerous medications all of her life and I believe that&amp;nbsp;her being&amp;nbsp;very small for her age is a direct result of the inhalers and asthma medications she has been&amp;nbsp;on, because her twin sister is about 1&amp;nbsp;foot taller and about&amp;nbsp;20 pounds heavier than she is.&amp;nbsp;&lt;/p&gt;  &lt;p&gt;Well in 2008 the ex-wife decided she wanted to move over 700 more miles away and gave my husband an hours notice on the relocation which opened a huge can of worms. Before they suddenly relocated they acted funny but we did not pinpoint it until they were gone and realized why they were acting they way they were acting on their last visit to our home before the move. We immediatly hired an attorney and gathered as much information on the health of the chronically ill twin because where she was taking them was at a higher altitude than where she was living at the time, and based on the fact that the ex wife said she could not move to that state when her sister moved 3 years ago because is was not healthy for&amp;nbsp;the sick twin.&amp;nbsp;We came to the conclusion by seeing most of her medical history that even though the ill child was still using oxygen there was not a doctor that prescribed it for her since 2005&amp;nbsp;and that doctor moved out of state in 2005 so realized she had not renewed her oxygen for 3 years. We also concluded that she had not been seeing a specialist for her conditions, even though she was still using the oxygen nightly, and everything we researched about her prematurity and need for oxygen said that some preemies will need oxygen but will be off oxygen by the 5th birthday at the LATEST. When my husband questioned her as to why she is still on the oxygen she could not give him answers and said things like &amp;quot;she&amp;#39;s sleeping what the hell does she care?&amp;quot; We immediatly asked the judge to allow my husband to take the twin to a pulmonologist and he allowed us to do so. The pulmonologist said she could come off of oxygen but since she is now in another state he strongly recomends her to see a pulmonologist where she resides. That was in December of 2008 and she has not taken her back to any specialists since then. The pulmonologist also stated that she has scholosis (curvature of the spine) which could affect her lung function and she would need to see a specialist for that as well as a cardiologist for her heart during the weening off oxygen. We noticed since they suddenly moved they are acting distant from the entire family when they have arrived here for the spring break visit and for the summer visit, but after about a week here they act like themselves again. My husband questioned ex about the way they have been acting and she told him that they were acting like that at home too. He discussed that they need to be seen by a counselor and she agreed and said they were speaking with a school counselor. They went back home and my husband asked her again if she took them to see a counselor and she had not taken them since they had been back home.So for the second half of our summer visit we decided to take them in if she approved it. She said we could take them for counseling and we did when they got back here for the remainder of the summer. The counselor said that they are very over protective of their mom and they were suffering from mild cases of PAS. &lt;/p&gt;  &lt;p&gt;We went back to court, on August 20th and the judge stated that she utulized the twins&amp;#39; health as a way to hold total control and deny proper visitation of the twins from day one. So basically he confirmed what we wanted him to see what was happening that she was keeping the twin on medications needlessly for the purposes of alienating them from my husband. He stated that she was allowed to move but she needed to seek counseling for herself and the twinseven though she told the court when questioned about their odd behaviors that they were acting normal, they were not acting unusual. He also told her that she needed to find a pulmonologist for the twin and take her every three months so that she could come off the oxygen and medications if not still needed. He said &amp;quot;you would feel differently if you were the one bearing the expenses of the medical equipment and medications&amp;quot;&lt;/p&gt;  &lt;p&gt;I am absolutely floored that this judge recognized that she was abusing the twin but failed to change custody or to keep them closer to us to assure that she is seen by doctors that can assist her without her missing school. In the town where she moved the closest pediatric pulmonologist is 3 hours away. The closest cardiologist is 3 hours away the closest orthopedic specialist is 3 housrs away. If she is so concerned about their health and schooling why then did she not choose to move closer to us or to a town where they have all the specialists they may need readilly available? The twin also has skin problems that was diagnosed for her when she was&amp;nbsp;10 years old because her mother never bothered to take her even though she has had these problems since birth. I asked permission in 2007 to take her to a dermotalogist and she allowed me to. She has 2 types of skin conditions that the ex-wife has never mentioned to any of the doctors since she was diagnosed, as far as what i have seen in her medical records.&amp;nbsp;The records state&amp;nbsp;that she has eczema but not the conditions she has officially been diagnosed with. They also state that she is allergic to bees and adhesives, but as far as i&amp;nbsp;know they have no allergies. I have asked the twin if she has ever had an asthma attack and she said she has never had an attack nor has never used her rescue inhaler, but the doctor&amp;#39;s notes state that her mother stated that she sometimes uses the albuterol during pe at school. &lt;/p&gt;  &lt;p&gt;There are many, many more discrepencies&amp;nbsp;from what she has told us and what she has told the doctors,and it is really scaring me that this woman is absolutely needlessly claiming the daughter to be sick for some sort of alterior motive. I know for certain this is not munchausen, because she is neglecting to seek medical in some cases, lies to doctors in other cases, and over medicates her in other cases. This sounds more like PCF(pediatric condition falsification), and I know that she was collecting money for the twin from supplemental security income about $450.00 a month until sometime early in 2008 but she said that was lowered to $53.00 and she was also removed from medicaid program in 2008 due to her child support going up. This does not make sense because the twins&amp;#39; support was raised in 2005 in the amount of $1100.00. If you go back as far as you can go on her prescriptions you will see she paid nothing for any of her meds month after month, not even a copayment. We have asked the ex on many occasions to use my husband&amp;#39;s insurance that he provides for the twins for prescriptions but she has always refused because she did not want to pay a copay for the meds when the copay is very minimal, $36.00 for 90 day supply for any medication. She chose to take advantage of medicaid which was provided to her supposedly &amp;quot;disabled&amp;quot; daughter. And on top of the small copay my husband would have had to reimburse her 87% of all medical costs. &lt;/p&gt;  &lt;p&gt;With all this said and done we feel like the twins are being used and neglected, but have failed to get custody. I almost feel like we have no other choice but to call DHS and have a full medical review of her past medical records, because I don&amp;#39;t think she should be able to lie to the children&amp;#39;s doctors for any reason. This seems like abuse but I don&amp;#39;t know if it qualifies as such or not. Does anyone know if this is considered as abuse or will this be looked at as something else that will not assure those girls go to a proper home where they will be taken care of properly? &lt;/p&gt;  &lt;p&gt;&amp;nbsp;&lt;/p&gt;  &lt;p&gt;She has as of yet not taken them to counseling nor has she made an attempt to take her to see another pulmonologist and it has been 8 days since the court ordered to do so. We called our attorney and asked him if ex does not take them in a timely manner what is the next step he replied that we will have to then call her attorney and tell her that her client has not complied with a court order and then allow her to then take them, then we asked if she still does not take them will that then be enough to change the judges mind for custody and he said no. I dont know what else to do about this and I am afraid if there is no attempt to get her off these medications she will soon stop growing because she has just started menstrating and she does not have much longer to grow. She is already&amp;nbsp;below the&amp;nbsp;5th percentile for her age and she loses weight whenever she is at home for a long period of time. She always gains weight when she is here and she has told me that they hardly eat at home because there is not that much to eat there. This last summer visit the small twin went from&amp;nbsp;66 lbs to&amp;nbsp;73 lbs and the tall one went from&amp;nbsp;69 lbs to 79 lbs. The smaller one does not need to lose weight at all let alone 7 lbs. &lt;/p&gt;  &lt;p&gt;Can someone tell me what we need to do?&lt;/p&gt;  &lt;p&gt;What would DHS do if they are called to investigate? Insurance cannot be dropped until the end of the year so the father is stuck paying for the insurance with his company when it is not needed.&amp;nbsp; Can this be done? The amount of insurance was being deducted from her child support and she is all about the money, thats why she got Medicaid for them. They will not answer the phone when I call.&amp;nbsp; He has moved two times. The first it took him 8 months to give me his new address &amp;amp; phone number because he didn&amp;#39;t feel comfortable giving it to me.&lt;/p&gt;  &lt;p&gt;Now he has just moved again &amp;amp; still I do not have new information. I have not paid child support because I lost my job, home and transportation in a week in 2007.&amp;nbsp; That is when he started all of this.&amp;nbsp; I haven&amp;#39;t been able to come up since.&lt;/p&gt;  &lt;p&gt;I read about that parental alienation syndrome &amp;amp; all the red flags are bursting out. He says that he has every right to keep my boys away from me because I haven&amp;#39;t paid child support.&amp;nbsp; He has changed his cell phone number.&amp;nbsp; He knows that I don&amp;#39;t have a home, a home phone, cell phone, and has halted all communication that just a few weeks ago was rolling just fine.&lt;/p&gt;  &lt;p&gt;There is so much more. I really need help because I have missed out on so much of my boy&amp;#39;s life.&amp;nbsp; They are 13 &amp;amp; 14 years old.&amp;nbsp; I am about to give up because I am tired of him telling me that they are better off without me and that his new wife is more of a mother to them than I ever was.&lt;/p&gt;  &lt;p&gt;Someone please help. If you know of anyone you could direct me to. My ex-wife and I are in a battle now for school with our oldest child. My current wife and I believe we are the more stable parents that they should live with during this time. She is the primary and I&amp;nbsp; the secondary. Many issues (that would take an hour to discuss) we feel are factors that would prove us the more responsible choice. Since we are talking about school not our past marriage, what is a judge going to look at? For instance Mom and boyfriend are both Drop-outs( current wife and I graduates with college) Mom has no license and boyfriend is who she has to rely on for transportation. ( I am licensed/insured) the school at moms is nine miles away. (School for us 300ft out of front door) Our school most modern in county. No children her age at bus stop at moms. Many friends in our neighborhood. Moms school ranked one of worst according to state tests in our county and just about the oldest. My wife is a stay at home mother who cares for our one year old twins that the older kids are very attached to. ETC........
