California Homeowner Association Quorum issue

    California Homeowner Association Quorum issue

    I live in an HOA in California. Our Bylaws state that at an Annual Meeting if quorum is not met, then the members present, wither in person or by proxy, may adjourn to a new meeting with a reduced quorum percentage of 25% of the membership. My question is, do the members sitting at home who mailed in their balots have a say in whether the members who attend the can adjourn to a second meeting. My understanding is that you have be present,, to vote on anything outside of what stated on the ballot.
